Senate Republicans Support President's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators floated a plan toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Impact of Government Shutdown

The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend session got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic senators expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of centrist lawmakers to end the closure in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Political Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
